Free entrance to the 31st observation deck. The shop on the 31st floor opens at 10:00am Accessible by walk from Niigata station. Very good view of whole city, harbor and sea.

Free observation deck tower with a great view. If you travel to Niigata prefecture, I recommend you to go there. You can go on foot from the Niigata station.

Free observation tower with a great view and fantastic place to catch the sunset. They had an event cafe at the time we went (snoopy) though the cafe closed at 1830. The elevator with the window is on the second floor heading to the hotel Entrance on the left nearest the wall.

Beautiful views of the city and beyond. Be warned that if you go at night the lights are a bit bright so they reflect off the glass into your camera if you take a picture. At least when I went there was some private event preventing the north east side from being viewed. The rest of the view was still very nice. Also be sure to visit the toilets as the east view is visible from there!
